A reasonably simple (and maybe simple-minded) approach might be to have a view 
with the following (first row is column headers, others are examples)

TrkNum  TrkLabel        IsVisible       StaffType       TabTuning       Group
1               guitar  yes             Tab             StdGuitar               
grp1
2               violin          no              Std             unset           
grp2
3               flute           yes             Std             unset           
grp2

You could click on entries to bring up a list of choices or doubleclick to get 
an edit dialog. IsVisible shows/hides the track in TrackEditor. Group (or 
Score in Chris's terminology) is just a simple grouping of tracks. Nested 
grouping would be more complicated.

Various other info could be displayed (default segment color, etc), and you 
should be able to hide columns.
