One way to check what's actually happening is to plumb something up to 
KMidiMon, and examine the data stream.

I'm not so quick to discredit that notion.  Rosegarden has a lot of deeply 
rooted assumptions that are, IMHO, totally wrong.  It's impossible to send a 
bank and program change in the middle of a track, for example, and changing 
this would cause a cascade of negative consequences.  It's not impossible to 
fix this annoying limitation, but it would be a very big job to find all the 
dependent code, and adjust it to revolve around a better assumption.

I wouldn't be the least bit surprised to learn that this controller weirdness 
has similar roots.
