but -- how would one use this to solve the problem?

Instinctively it seems like a pretty bad idea to me -- while I'm
reasonably neutral about the idea of having a "note" style be
something that isn't a note, I don't really like the idea of _having_
to use a "note" style that isn't a note in order to do something as
basic as this.  I can't believe it's all that hard to solve the
problem (of determining which rests to display where, when overlapping
segments), but again, I'm probably being dense, or at least naive.  It
might be helpful to look at some examples.
