Ah, I see.  So the point is that a note-that-is-a-rest gets the same
fine control over layout that any other note does, while a
rest-that-is-a-rest doesn't.

You know, I don't think there's any great obstacle to allowing a
rest-that-is-a-rest to have a settable height on the staff, or fine
positioning.  The only real requirement is flagging the rest as being
"under the control of the user" instead of something the machine can
write and rewrite at will.  Hmm, need to think about this a bit.
