unlikely we will offer this capability anytime soon.

It is possible to use LilyPond to produce things that Rosegarden cannot do 
natively.  The best solution would be to give Rosegarden new native 
abilities, but this is really hard to do, and we have no volunteers for the 
job.

Yes, because barlines don't really exist as objects that can be manipulated.  
They are calculated.  This and so many other problems are because we are a 
MIDI sequencer with a notation engine on top.  It would be much easier to 
solve most of the problems you suggest if we were built like Canorus or MusE 
Score, to do no other job but to draw music notation.

Making all of this work is very, very hard.
