I've looked at the code and tried this out a bit.
Which ever step record button gets pressed (assuming multiple editors open),
its window receives the events.
The code handles this switching very elegantly via signals to the other windows.
So we are in good shape there. This part of the code is pretty solid.

I'm having trouble justifying disabling the box. During step recording, the
user is also able to insert notes in the Matrix view with the draw tool. If we
disable the velocity combo, the user will not be able to change the velocity of
notes entered with the mouse while in step record mode.
I know it sounds a bit far fetched, but this is how RG is currently wired. So
I don't think we should mess with it unless there is good reason to do so.
So, I'm currently voting against disabling the velocity box during step record.
What are your thoughts?

I think users do expect to preselect the velocity, unfortunately that only
works creating notes using the draw tool. Step record notes are set with a
velocity of 100 (at least in notation view).

Sort of stinks, but should work.
I think "MIDI" might be the best choice to put in for that value. I don't
think it would require too much translation wrangling for many languages...but
I'm pretty ignorant when it comes to that stuff.
So the box would read in English:
Velocity: MIDI
or
Velocity: 64
etc.
I think that is fairly understandable, but not an ideal.
