Indeed -- this was true even five years ago. Many soundcards are promoted in a way that implies they have hardware MIDI synths, when in fact the sound generator is in the Windows driver. I don't recall hearing of any card with a real hardware synth more recently than the SBLive -- those things are a valuable resource!
