Hi. I'm setting Rosegarden up on my Gentoo Linux box, with the program 
MIDI output feeding to software synth. I got Jack and fluidsynth set up, 
and pointed the MIDI device manager to the Synth input port. This seems 
to be working, since I can play MIDI tracks now.

However, when I go to select an instrument (right clicking on a channel, 
or from the Tracks -> Set Instrument menu) it lists only 16 instruments, 
and they are all listed only as Acoustic Grand Piano. (Except 10) I can 
go into the event editor and add a "change program" event, but this 
doesn't change the label on the track (Acoustic Grand Piano) and only 
seems to last one note anyway.

Your FAQ said to go MIDI Device Manager and configure the banks of the 
device, but I can't see anything wrong with them. The General MIDI 
Device has a General MIDI Bank with 128 instruments. So what am I 
missing here?
