Try the sequence below (as a starter)
Start up qjackctl - make sure you actually set it to run :)
Start Qsynth or a softsynth such as {cough} Yoshimi.
If using Qsynth go into setup->soundfonts and make sure you got one loaded.
In qjackctl look for your synth in connect->audio and link it to the system
output.
Start Rosegarden
In Manage Midi Devices connect Rosegarden's playback device (General Midi
Device by default) to your synth in available outputs
Create a segment in channel 1 and enter some notes. They should sound.
