Possible data sources to look at are e-courier: http://api.ecourier.co.uk/ (from Couriers, mostly in London) And ASTL: http://www.opengeodata.org/?p=111 (From trucks, mostly in the North East UK). These should provide enough useful data to populate algorithms with and test those algorithms against, at least on major routes in limited areas.
