Um, this patch is not ready to be pulled and blindly applied (but is a complete 
proof-of-concept implementation afaik). A similar has been used @rpm5.org for 
~8 years.

There has been no discussion or detectable interest, including:

* should usecs/nsecs be used? is there a need to accommodate both?
* clock_gettime is C11 and may have portability concerns.
* the Installtid index SHOULD (imho) use the high precision time stamp as a 
key, but that forces a --rebuilddb in order to re-generate the index.
* the rpm --query --tid argument (which is arguably obscure/clunky/difficult to 
use as is) might need to be extended with an optional decimal usecs/nsecs 
(similar to SOURCE_DATE_EPOCH in the patch)

And finally, the goal of this patch is to permit easy UUIDv1 generation through 
a header format extension, which may not be of sufficient interest.
