I would understand the side-effects of a per-file AND mask that is active 
inside the plugin, but don't understand what potential side effects this on all 
callers could have if this was pushed inside rpmfiFlags().

The regular expression could provide more control to the user. A `.*`, as 
indicated above, which would mean 'write out signatures on all %config files' 
could work equivalent to the current solution. An empty string means that 'no 
%config file signature' should written out. Multiple regex's could be 
comma-separated or each one surrounded with quotes. Any suggestions if we 
wanted to go down this road? Otherwise I am not quite clear how to proceed. Do 
regex's give enough control to the user if he installs a bunch of RPMs via dnf?

So how do we proceed with this patch here? If it needs modification, then 
'how?' Any concrete suggestions would be appreciated.
