pmatilai created an issue (rpm-software-management/rpm#3642)
The current payload digest is tied at SHA256 in practise, but the PQC
algorithms operate around SHA3. We should add a SHA3 digest for the payload to
avoid it being the weakest link in the scenario. Whether it actually matters or
not - it's easier to add than argue.
Ditto for the header - there it really doesn't matter but it's just easier to
say "yes we have SHA3"
