Unlike the Debian package, the FreeBSD port *does* install the
rpmbuild binary. If building from the source port fail, you can
use the binary package (for instance "portinstall archivers/rpm5"):
ftp://ftp.freebsd.org/pub/FreeBSD/ports/amd64/packages-8.2-release/archivers/rpm-5.2.1.tbz

It should build using "devtool" too, just that it has likely
bit-rotted a bit since (even if HEAD was dusted off, earlier)
And the "standalone" version isn't operational anymore either,
so you will need to install some pre-requisite ports first...
