It would be fine to have a minimal content for this package. The very least is
a software license, but documentation would be fine.
If we need to turn it into an arched package just to avoid having it in aarch64
and ppc64le, it might be easier, but then you will have to disable
debug_package.
(that's the error of the el10 scratch build from the other review).
