Sure, just call rrd_graph which ever way suits you best and then load the page. A more traditional way is to draw the graphs with a regular job run such as cron and then the web pages will load faster but there is no reason why it cannot be truely dynamic. That seems a bit obvious to me, is that really what you asked?
