This paper contrasts "separation" of end-user networks from the core
(by network centric mechanisms) with "elimination" of end-user
networks from the core, by means of each network (probably each host)
having addresses from each ISP.  I understand that "elimination" is
typically proposed in terms of new host responsibilities and functions.
