The warning is a bit more subtle than that. It's more like (and I write
with no authority whatever):

If the DFZ growth curve reverts to the pattern it showed in the first
months of 1994, or in late 2000, or sustains the pattern it seems to have
shown since about mid-2006, it's liable to oustrip the increase in
performance that's possible by upgrading core routers. To prevent this,
continued damping of the growth in announced prefixes is essential.
RIR policy is the only damping mechanism proven to work.
