When the discussion of the design goals slowed, we judged that to
indicate rough consensus.
(no hat) consensus should be explicitly solicited, rather than
implicitly assumed.
BTW folks I'm having problems access the RRG WIKI page (when I tried
to login, got database error), will try again later to get the current
proposal candidates added there.

I suggest that concise summaries mention how
suitable the proposal is for voluntary adoption in
IPv4 and IPv6 - perhaps with reference to this list
of constraints:

While you're more than welcome to do so, this is not a requirement.
