Let's say: NEED NOT jeopardize privacy.  If the later octets are de
facto allocated in a pattern that typically maps to a finer-grain
location (for example, to the level of a particular city block or a
particular WiFi network in a store) then that would reveal too much,
given the way public policy is going.  Perhaps you could add text saying
that the later octets must not reflect geographic location.
