Hi Lixia,

yes, I plan to submit a upgraded version of the HRA proposal soon. In this 
version, I hope to embed some geographical information into the locator domain 
ID and simultaneously define the hierarchical host identifier with embeded 
organization affiliation by borrowing some idea from CGA.
