But in general I think you are hinting at the right approach.

In 2012, it was envisioned that the then-model relies on volunteer participation. I doubt that there will be enough volunteers to fix all the issues by the end of 2025. In addition, someone would have to decide which issues to work on and which ones should be labelled as "WONTFIX" (you mentioned that above).

The point which Eliot raised was about performance indicators. I would have to look at the policy implementation to figure out which actionable metric to suggest.
