I don't think that this is about rulemaking in the sense you describe. I would consider it good practice to produce text using <text> rather than by tracing out a font using <path>. A recommendation to use <text> would be something that the RPC can make and add to their process without completely foreclosing on the latter practice where it makes sense. That's a general pattern that I think works under this regime.
