The words that confuse me here is "remain static". Is this just saying that SVGs in RFCs must be static? For instance, is it impermissible to have SVGs cannot have responsive design features where they resize in response to the size of the page? Or does it just mean you can't use JS to adjust the SVG, despite RFC 7992 S 2 (I see below that it says that SVGs must not contain executable script, but you could have separate JS which manipulated the SVG). Separately: * Authors may include multiple versions of images or diagrams in rfcxml. Publication formats should present the version that is best suited to each format. In many cases, that will be an SVG.
