Let's keep "SVG viewing modified by CSS" as out of scope until the WG works on updating RFC 7993. 7993bis can update the RFC that comes from draft-editorial-rswg-svgsinrfcs after careful design and testing. It's OK to prohibit this type of view changes as prohibited for now because we have no idea when we will deal with CSS; I strongly think that will be years from now (but could be wrong if the WG gets more active other than in Last Calls).
