From the rsync man page:

        -C, --cvs-exclude           auto ignore files in the same
       way CVS does

fro the cvs man page:

            Use  -I  name  to ignore files whose names match name
            (in your working directory) during the  update.   You
            can  specify -I more than once on the command line to
            specify several files to ignore.  By default,  update
            ignores files whose names match certain patterns; for
            an up to date list of ignored  file  names,  see  the
            Cederqvist  manual (as described in the SEE ALSO sec�
            tion of this manpage).

I don't happen to have the Cederqvist manual handy, but I'll bet that it 
excludes *.a and *.so files.
