Except that what can and cannot be modified is context dependent.  I
can change/update a listener on a port >1024 after priv drop.

I'd say dropping privileges denies you the ability to change modules
and bindings, regardless of whether or not you technically can update
them.  In the case of not dropping privs though, there should be no
restriction.
