It also helps filter out "sock puppets" (user registered under several
different identities that "gang up" on people with a different opinion
or come to the support of the primary account) but that probably isn't
an issue on this list.  20 registrations to the same mailing address (or
SMS the password to a phone number) or phone number would be suspicious.
