Yesterday I came across the syslog protocol at link at [1] via google
while searching. After reading through the draft, I could not find my
desired format.So then is it not possible to have a 12-hour format in
the timestamp field ?

Why is this important?
Just my personal preference.For me it makes reading the log more
comfortable and quicker.
