Yes, it should work via plan TCP. This should be a good starting point:
http://www.rsyslog.com/doc/rsyslog_tls.html

Actually, encryption over RELP is a more recent feature. The one shown
above should work with older version as well. Either way, using a new
version is recommended, for performance reasons and for better support. You
don't want to run into bugs that were already fixed :)
