the question of how to start rsyslog is gong to depend on what distro you are
running, not on rsyslog.
and if you compiled your own version, the default startup scripts are probably
not going to start your version (unless you compiled your version to install in
the same location as your distro's version)

About rSyslog service I mentioned in my previous reply, it has gone to same
state(late response)
after I reboot my PC.
I think rsyslogd is not in the startup process list that's why it's taking
so much time.
and how to add it to startup.
Please correct me if I am wrong !
