A v7  backport (7.4.4 to be specific) for Debian wheezy is in
preparation. It should be available via backports.debian.org soonish.

I wouldn't run a Ubuntu version of rsyslog on Debian. There are quite
a few differences (like the Ubuntu package only shipping upstart job
files etc), which will break on Debian.

is it just a problem of startup and config files? or are there deeper issues?

what are reasonable options for someone who needs features that are only in 7.5?
