I believe libee is used by some of the options that can be enabled within 
rsyslogd. What are we benefitting by not having it linked and available within 
rsyslogd?

Linking the binary to libee is unnecessary. It was caused by commit 1c71b9628b 
which adds it to librsyslog's CPPFLAGS and LIBADD. The patch only removes 
libee, but the rest of those two settings also looks suspicious.
