The only code that actually links with libee is mmnormalize. Some other modules link with pure json. There are references to libee in other places, but nothing that would require the actual library/headers.

The actual drawbacks are that you force users that compile and/or install rsyslog to also install libee and transitively all its dependencies.

Also, cleaning up the build scripts would ease their maintenance.
