Not directly, but we can get insight via the impstats module. It will tell
you exactly what rsyslog is doing. It is documented here:

http://www.rsyslog.com/doc/impstats.html

If you run an old version of rsyslog, it may not be available. But then I
would suggest to update to a current one in any case.
