Ran into the same issue after upgrade to 7.6.0. The sender and
receiver are doing TLS/TCP but after upgrading to 7.6.0, no messages
are flowing through between them. Instead I get a steady stream of
"action resumed messages" on the sender side logs.

Is there a fix or workaround?
