I think I would prefer b), so I don't need to hunt around and get the correct version of the doc that is matching the version of rsyslog. It would make packaging a bit simpler as I don't need to maintain another source package. Splitting the doc from the source might be useful, if both project have a completely different release cycle. Say you want to release doc updates every week, but the rsyslog get's a release only every 2 months.
