'regular logging' is defined by systemd as either the journal, or the journal
with rsyslog using the imjournal module to get the logs out of it.

This has been disabled by default in some recent versions of systemd,
using the justification of this module and the fact that performance is so
poor. They are saying that in the next release of systemd they will allow
/dev/log to not be managed by systemd so that logging can go directly to
rsyslog.
