Hello, I am the user who posted in IRC asking about the new release.
Unfortunately, this package installation was not actually from a local cache
or mirror but using the upstream PPA. I am using Ansible to instal the PPA
and package. I am now setting up a local repo for us to copy and pin all of
our versions.

The specific concern I ran into was due to the rsyslog service failing to
startup and failing to write a pid file. The exact error is:

This is the same if I touch and chown the pid file.

I can create a new post if that would be preferred to tacking onto this post
about PPAs.

Best,
-Myles
