That's right, there's no package yet. I can't say anything about the plans,
but it would certainly be useful for those interested.

If you can/want to add that package yourself, I think a PR here would do:
https://github.com/rsyslog/rsyslog-pkg-ubuntu

And you can look at other commits/packages for inspiration.

Otherwise, I at least have on my todo list to work on that, but I have to
find the time, please don't wait for me :)

Meanwhile, if you want to use it you can just download the rsyslog archive
(directly from rsyslog.com) and compile everything from sources. That
worked for me at least (though I did it on an older OpenSUSE - not sure if
that makes a difference).
