network is just one. logging to databases another. Those typically have complexer requirements and aren't started in early boot. As a distro we don't really know, what kind of configuration our users will use, so we typically pick a safe default. If you want to tweak your rsyslog.service locally to start earlier during boot, considering all the circumstances, then this should be fine. I don't think it's something which should be shipped upstream or by distros though.
