try increasing the number of file descripters available, it is very possible
that your system has a limit that's too low, how many non 514 inbound file
descripters does it have open.

I can verify that there are always NO more than ~610 concurrent open
("ESTABLISHED") sessions (on :514).
Is it possible that the application runs out of file descriptors or even the
actual OS has to be configured to allow more concurrent ports (by changing
the keep alive time or using another technique)?
