i'm in the process of upgrading from RT 3.2.1 to RT
3.4.4.
when i open the query builder the new version shows all users in the
"owner is xxx" select instead of just users that have been granted
rights.
upgrading to 3.6.0 results in the same behavour.

ok, WhoHaveGroupRights is called from WhoHaveRight; the query it uses
doesn't ignore disabled queues. it used to.
is this a bug?
