You can copy the share/html/Elements/SelectQueue file to local/html/Elements/SelectQueue and change the line (line #95 in 3.6.3rc4) $Default => 0 To $Default => 8 (setting the number to the Queue ID of the one you want selected). Then clear var/mason_data/obj/ and restart your webserver. If you want to make this a "user-defined" option, that's a bit more involved from what I have found. You can start at: http://rt.bestpractical.com/view/SelectDefaultQueue It's not a perfect solution because the CustomField has to be maintained separately with a duplicate list of the available queues and that won't be filtered by which queues the user is allowed to see...
