I added/replaced the following to my /etc/int.d/apache2, about the 4-5
line from above:
ENV="env -i LANG=C PATH=/usr/local/bin:/usr/bin:/bin
NLS_LANG=AMERICAN_AMERICA.UTF8"

The added stuff is about NLS_LANG, adjust to your database settings.
