I added follow line in the RT_SiteConfig: 
Set($ENV{'NLS_LANG'} = 'AMERICAN_AMERICA.UTF8');

Now it works.

I presume that you restarted apache and that your database charset is indeed 
capable of supporting german characters and things like éí etc.
Because I just checked my only rt-3.4.5 environment and couldn't find any 
modification except the ENV line in /etc/init.d/apache2
