Thanks for pointing out the setting. I've grown so accustomed to
enabling many of the settings that I am starting to believe that it
is default behaviour.

AFAIK, it's not a default. It's done if
Set($ParseNewMessageForTicketCcs , true);
is set in RT_SiteConfig.pm
