So, if you are upgrading from 3.6.x to 3.8.0, you don't need to follow the
step below?

Also, which step that you refer to below fails?  Fails for everyone?

In 3.8.0 it's one step :)

However, we've done changes to mysql DB that require additional
upgrade steps for mysql, and this step fails.
