When logged in as root, Global -> RT at a glance - which describes itself as altering "the default view" - lets me remove QuickCreate. Logging out as root and back in as a normal (privileged, in a group) user no longer has the QuickCreate widget in my At A Glance, indicating that it does indeed modify the default view for all users. The user as far as i can tell does not have permissions to add it back.
