It states that all modules are up to date for XML::RSS and
XML::Parser. But I am still running into a dependencies fail when I
run make fixdeps.

Enter into Perl:
perl -MCPAN -e shell
Have perl recomend updateds:
r
Update the XML::RSS and XML::Parser modules and any others that RT is
using.
